Country economists, debt teams and development banks

Central bank and finance ministry monitoring: Know when a central bank, a finance ministry or an energy regulator posts something new.

A rate decision, a new exchange rule, a borrowing plan or next month's fuel prices first appear on the authority's own website, often as a PDF, and in many countries the news covers it days later, if at all.

Watch the pages where they post their decisions, get each new one with a summary, and hear about it when an expected update does not come.

Why it matters

Under its program with the IMF, Sierra Leone was to set retail fuel prices at the end of each month with an automatic formula. The IMF's report on the program's reviews, published in February 2026, marks that step as not met, and in it the authorities wrote: “We have not updated the fuel pricing formula since March 2025.”

What a check caught

Central Bank of Nigeria · Monetary Policy Decisions (opens the page in a new tab)

Nigeria's central bank cut its policy rate to 23 per cent.

The policy rate sets what money costs in Nigeria, so a forecast that uses it is out of date from the day the decision is posted.

How ChangeGuard helped

  • Comparison. The new meeting's three decisions arrived at the top of the page, above July's, and the comparison marked that block alone; the older meetings moving down the page are not reported as changes.
  • AI summary. Gives the new rate and the one it replaced, 23 and 26.5 per cent, and the new corridor around it, so a country economist has the numbers before opening the central bank's site.
  • Rating. Rated likely substantial: a cut of 3.5 percentage points in the policy rate, not a reworded menu, so it comes first in the day's round-up.
The Monetary Policy Committee met on September 21 and 22, 2026, and reset the Monetary Policy Rate at 23 per cent, down from the 26.5 per cent it kept in July. The standing facilities corridor around the rate moved from +50/-450 to +50/-300 basis points; the cash reserve requirements stayed as they were. Drag the divider to see the previous version.

What ChangeGuard does

  • New PDFs a page links to, such as a debt bulletin or a borrowing plan, appear in one list with their titles and the date each was first seen.
  • Every change comes with a summary and a rating, so a rate decision comes before a reworded menu.
  • Tell ChangeGuard the day a page should change, such as the 14th of each month. If a check after that day finds nothing new, the page comes up for review anyway, and says so.
  • Watch only the list of circulars, and leave out an exchange rate table that changes every day.
  • Keywords such as “policy rate”, “directive” or “borrowing plan” flag only the changes you work on.

Questions

Questions people ask

Can it tell me when a page should have changed and did not?

Yes. Tell it the day a page should change: a day of the month, such as the 14th, or a day of the week. If a check after that day finds no change, the page comes up for review anyway, with a note that an update was expected on that day and none was found.

Why does the date a document appeared matter?

Because posting on time is often the requirement itself. The World Bank's Public Debt Reports Heatmap is assessed “on the basis of the information available on national authorities' websites”, and it gives an annual borrowing plan its lowest score when there is none, or when it has no posting date. ChangeGuard lists each new PDF on the pages you watch with the date it was first seen.

A central bank's page changes every day with exchange rates. Won't I be flooded?

Watch only the part of the page you need, such as the list of circulars, or list words to ignore, and the daily figures are set aside.

Some of these sites are slow, or turn automated visitors away. Does that matter?

Sites that block automated visitors are read with a real browser, the way you would. For a page whose list arrives late, “Wait longer after the page loads” gives it extra seconds before it is read.

How often does it check?

Once a day on the Free plan. From Starter up, a page can be checked as often as every hour.
